Roemer being more "Republican" in support is kind of a useless figure, Hancock is black, so obviously the black vote goes overwhelmingly to him skewing the Democratic figures in his favor. In 2001 RT Rybak probably seemed to be the more "Republican" candidate for the same reason, his opponent was the black incumbent, who was very unpopular and received not much more than the black vote. Hancock is obviously getting a lot more than just the black vote though.
