That set will give you ten battalions in addition to the three you start with.  Mikado has two cards.

Bacon King's situation is interesting. He can't be certain of being able to wipe anyone out. Mikado basically took himself and Teddy out of it. He could attack me, but I'm locked in so if that fails he's only opened himself up to my New York armies. And, of course, Lewis has the Midwest bonus. And it seems unlikely that he can both remove the Midwest bonus from Lewis and the New England one from me.

Teddy's turn was kind of bizarre. I expected him to be more aggressive. He could've taken the Pacific without too much resistance at all also without much threat of losing it to Mikado. Just weird.

Bacon King, however, played it safe and smart. New Mexico and simple fortifying was the move I expected him to make, and he has no reason to risk anything else. Good move.

Well, Teddy's probably thinking that there's not much of a chance of Mikado or BK risking a lot of batallions to wipe him out and take his (relatively few) cards. If he's planning something for his next turn, he'll be in just as good of a position, if not better, than he was before.

In Lewis' next turn, it would not surprise me if he decides to have his revenge while the Mikado is down, by taking the Dakotas.  He has to have the cards by now to augment the troops he currently has in Iowa and Minnesota to launch his invasion.
