Assuming all are over 35 and meet all the other requirements.

A: Born to US diplomats living in a US embassy in a foreign country.
B: Parents are both US citizens living as permanent residents in a foreign country when the child was born.
C: Has an American citizen as mother and father. The mother went overseas for a semester after getting pregnant in college and the child was born in the foreign country.
D: Mother was an American student studying overseas for a full year. The mother got involved with a citizen of that country and got pregnant, the child was born just before the mother returned and was born with dual citizenship as a result.
E: One parent was an American citizen living in the US. The other was a foreign citizen resident. The child was born in the US.
F: Both parents were foreign citizens living in the US when the child was born, and received birthright citizenship.

Also, for completeness, anyone resident of a territory that later becomes a U.S. possession. For example, anyone who was living in the Northern Mariana Islands in 1986.

It is quite likely that under the current law all of the above would be eligible, though in a few cases it would depend on circumstances not sufficiently described. However, unless I am mistaken, only E and F would be the constitutionally described case - the rest truly depends on the statutory law in force at the time of the birth, so nothing would prevent the Congress and the President from passing legislation excluding all those in A through D. You'd need a constitutional amendment for E and F.

The smile is unwarranted: he IS, probably, to the left of American mainstream on too many issues.
