I noticed that when they redrew the lines in 1981, they substantially altered the lines of the 2nd district. They got rid of East Tucson, and all of Cochise county and extended into Yuma and "fingered" into some areas of Phoenix.

Does anyone know why they did it? Also, what district did the Phoenix precincts previously belong to? I'm guessing it was taken out of the 1st or 3rd districts.
