But I think this isn't that bad because Silvio Berlusconi is at 29% approval in Italy.

After all, he vetoed a voter-ID bill that is supported by 80-90% of MN voters.

That has little to do with it. I doubt most are even aware of that.

Dayton was never the most popular figure in Minnesota politics. He is lucky that Republicans there nominated Tom Emmer of all people.

And you "forgot" to mention that Dayton receives equal blame with the legislature for the budget so he can't really rail against the evil Republicans.

SurveyUSA also had Pawlenty tied with Obama, so their polls are pretty much crap. And no matter what Dayton's approval is, it doesn't make Walker and Kasich's numbers any better.

Dayton also got elected with 43.63% of the vote so hardly anyone new disapproves.
