Is it the case that no one can be eliminated on the first round, before the surpluses are distributed? I think that might be true but I'm not sure.

     Nobody is eliminated as long as there is a surplus to be distributed, since the distribution of the surplus can change the order of eliminations

     GTO Ambassador is quite pointless & should never have been a playable position. Deputy SoFE is hardly ever even filled, though. Hard to lay blame on an optional office that is empty for the most part.

     Hotblack Desiato was banned as a Straha sock. CarlSchulz may or may not have been banned, though he definitely would be if he appeared again given that he was the reason for Jake Matthews getting banned.

What happens if two candidates are tied for second place like 20-16-16. Who gets eliminated?

     I believe they are ranked by second preferences in that case.

     If we were to go back to districts, I would definitely support gerrymandering them to be competitive. Tongue Too bad they would only be done once a year, so things can change in that department.
