No, that might have been possible if Hillary Clinton had run and Bush was 10 pts less popular on election day.  Kerry's had zero regional strength in the interior South!

Something tells me Arkansas would never vote for Kerry.  Virginia is the only state in the South he would have had half a shot at.

Kerry's a pretty liberal guy, though.  More than Clinton, I believe.

Have an equivelant to Hurricane Katrina hit that year(Hurricane Keira?) and move the real estate crash 3 years early and you could get it. Not likely but, that's the only way to get the map.

What is more likely is Bush performing better in 2004 than he did.
