Black people could vote in the same numbers that they do today?(no literacy tests, poll taxes, etc.)

LA likely votes GOP until the 1890s, South Carolina until the 1920s, and Mississippi until the 1930s. The only election outcomes that this would change would be 1884 (Blaine) and 1916 (Hughes).
