Yes, but why should he have? It's more worthwhile for him to focus on states worth something in the EC.
Every state is worth something in the Electoral College.
Bill Clinton could've won those two states had his national margin been the 8.52% that was result with his second. But, really, more like 9.50%. That would've given him Arizona and Florida (pickups in 1996), plus Kansas and Wyoming, along with North Carolina and Virginia. And George Bush would've failed to hold his home state of Texas which, prior to Clinton, carried for all winning Democrats. (Ditto N.C.) South Dakota would've been a pickup as well. And with those results, Indiana, North Dakota, and South Carolina would've been possible. With that higher margin, Clinton could've had a 40-state landslide.
