Yes, but why should he have? It's more worthwhile for him to focus on states worth something in the EC.

Every state is worth something in the Electoral College.
No state unwinnable before the point where you're certain to have an EC majority anyways is worth anything in the Electoral College. There are no cash prices for 40-state landslides. I suppose the state legislator or whatever who gets to cast an electoral vote gets something to tell his granchirren, but that's about it.
