Isn't Texas the state with that ability?

I didn't know California was also in that situation.  Problem with California is that it would be hard to make mulitiple states that will all still vote for the democrats. That's why i vote for two, less risk involved for national elections, although Gore would have won if we made California into four Dem leaning states .... hmmm
