A player always a minimum of 3 reinforcements for their number of states, whether they would be mathematically entitled to them or not.

Best part is, I spent like two or three minutes before I posted that thinking "I'm forgetting something."

Ugh, thanks a lot, DeLAMEware.  Why is it that states that you're only conquering because you're just passing through to get somewhere else are always the ones that put up the most fight?
