Neutral, as it depends on the type of church. It wouldn't be suitable in the church I attend but I understand that the waving your hands thing is very common in more charismatic churches. I neither condemn nor praise that since a person's inner attitude towards faith is what counts, in my opinion.

I attended the confirmation of my cousin last Sunday. He and his family go to a church which has charismatic tendencies. Not only was a very long time of the service dedicated to the singing of very modern worship songs (there was a band that performed these songs in English and many churchgoers joined in - why couldn't they find songs in German?), but some church members actually got up from their chairs and raised their hands. Coming from a small, fairly traditional church where we sing German versions of songs such as "It Is Well with My Soul", "What a Friend We Have in Jesus" or traditional German church songs like "Grosser Gott, wir loben dich", I felt awkward and weird. I don't condemn the practice of handraising per se but it doesn't appeal to me personally.
