Has anyone mentioned that if 20,000 people from  Maine would move from one congressional district to the other Bush could have gotten one electoral vote?

Yes, and if 65,000 people from Ohio would have moved to Indiana, Kerry would be president-elect today.

Unfortunately, neither of these situations are true. Smiley

And if 58,039 moved out of Nebraska's D2, then Kerry would have an extra EV.  Doesn't really matter, does it?

And if 122,075,449 people moved to Canada, Ralph Nader would be president.

Easier yet, give 2 wingnut congressional districts from southern Ohio to Kentucky. Then Kerry wins the electoral college 270-268 with Ohio's now 18 EV.

And if 295,069,177 people moved to Canada, America wouldn't be a country anymore.

If  202,970 moved from DC to Saskatchewan, then George W. Bush would have won DC.

And Saskatchewan would become a swing province...

No, it wouldn't go Liberal, it'd still vote Democrat.  They'd create a Democrat Party of Saskatchewan.

Actually, you're probably right, looking things over.  That is, of course, assuming that they all registered to vote and came out to do so.

If state borders were abolished but the electoral college stayed, Bush would have won the electoral vote 538 - 0.

Actually, Bush would have probably not been in the election in the first place. Wink

How so? There would be only two Senators, so 437-3. (DC's borders are not strictly speaking state borders, are they? Smiley )
And of course, as Alcon points out, Bush would be a long forgotten goofy former governor of Texas.
