I'm pretty sure moving Coös County from New Hampshire to Vermont would make both more Republican; I think moving Essex or at least some parts of the Northeast Kingdom from Vermont to New Hampshire might make both more Democratic.

You can take any New Hampshire County that borders Vermont and give it to Vermont to make both states more Republican.

You can also take Bennington, Vermont and give it to New York or Massachusetts. That makes both donor and recipient more Democratic.
