I went on a class trip to the State Capitol last year.  I remember asking Rell personally, what has working with a divided government taught her as a politician, and exactly how she responded: "That they're a pain in the you-know-what."  But she also said, much to my surprise, that she agreed with the legislature 90% of the time.  So I guess I'll say Connecticut, because politics here isn't nearly as divisive as it is nationally.  But to be fair, of course, virtually all Republicans who run here are moderates.

New York, at least the in the ways that the State Senate, and the State Assembly have made corrupt membership in the legislature a bipartisan business.

The NY Republicans though were basically threatened though.  They also knew most New Yorkers (me included) favored the gay marriage bill. 

To answer the question, RI and probably the more rural states that have smaller budgets.
