As I mentioned earlier, the language of the bill does not prohibit people from joining caucuses that you guys meant to be intra-party.  He is within his legal right to join this party.  So I suggest that you go back to the new thread and take a look at my pared-down proposal.

That is an absolutely grand idea, TJ. I think the public would be on our side of this, since the Senate can't seem to let anything passed without making one part of it weirdly flawed.
