I have vetoed section 4 of this bill because the bill does not legalize the sale or possession of cocaine, but simply decriminalizes it.  While in practice it may not make a difference, it does make a difference in execution of the laws.

The bill, with section 4 vetoed and returned to the senate for further consideration, has my approval.

You are free to propose a bill that fully legalizes the possession and sale of cocaine as well as imposing a tax on those sales.  The bill as is does not make sale of cocaine legal, it just decriminalizes it.  That is why I vetoed that portion of the bill.  We should not be getting into the business of taxing sales that are still technically illegal.
