Three top candidates all died off in 2011. After bin Laden went away I thought Gaddafi and Kim Jong-Il were both logical candidates, but now both are also gone.

Joseph Kony is a serious contender.

This question can't really be answered since one must always take into account the possibility of truly, truly intolerably awful human beings who simply aren't figures of international stature.

Among those who are, Kony has got to be pretty high up there.
