It was mostly meant to be a joke.  Though not any more silly than the thread itself is meant to be.  I first said that someone's ideal world would be an Ameriwank because, from what I gather, that someone is particularly patriotic and such.  So I joked that their ideal world would be one where the U.S. controls much of the developed world, i.e. an Ameriwank.
