No Biden or Clinton? Even if neither of them run, I expect that someone directly tied to the Obama administration will make an attempt.

Anyway, granting the terms of the hypothetical, either Governor Cuomo or Governor Carcetti. I think that nominating another Senator would be a mistake.

Cuomo is a horrible choice and I'd definitely work against him in the primary.  Gutting transit options on the proposed new Tappan Zee and cutting the MTA's payroll tax is absolutely inexcusable in my book.  He has simply no clue on infrastructure issues, so screw him.

I agree with you here. And the Queens Convention Center idea is simply beyond stupidity (I'm pretty sure that I entered my Cuomo/O'Malley vote before I read about the new budget, but it does make me more loathe to vote for him).

It's not going to happen, of course, but I'd actually be pretty pleased with a Joe Biden run: he gets it on infrastructure/energy/environment issues in a way that even many Dems don't.

Are you sure about that? Biden's always struck me as someone who would really like to be President. I don't think that he should run (he's strange, and he's from Delaware, after all), but I wouldn't be surprised if he did.
