Yeah, there is obviously a correlation of sorts, if not exact. However if a link does exist, I think you are putting it the wrong way round.

The correlation can't even be all that high, if you'll just have a look at France vs the British Isles. Not to say anything about... Italy... that rustbelt state of Belgium... the Baltic countries... Slovenia... or Luxembourg. Clearly that ought to be in the 90s as well?

Of course, they probably just collated a number of polls and data sources with noncomparable methodologies.

That's from 2008 in the U.S.

Most states range from 76-83 or so with a few over (MA and WA) and some below, especially in the upper and deep south.

I'm proud of the fact that Minnesota has excellent rural broadband service.  Japan has used Minnesota as a model for providing low cost broadband service to rural residents.

For example, our cabin has broadband service and is 2 miles down a trail that is impassable by cars during the winter.  No other cabins down there have it.  For $80/month, you get high speed internet, telephone, and TV from the local telephone cooperative.
