The GM need not actually fully understand everything, so long as a few of the players do. Programs like realpolitik/realworld can do all the adjudication.
I prefer jDip.  Cleaner, easier to read map (albeit slightly inaccurate when it comes to borders).

Why not use jDip?  Looks better than RealPolitik and has better contrast then that map.
