Government

The main organ of governance is the Legislature.  The Legislature is composed of five Darths, or legislators.  From their number they select an Imperial Speaker, whose job is to guide the business of the Legislature.  In that body, bills are proposed, amended, and voted on.  Bills that pass the legislature are sent to the Emperor, the regional executive.  Bills he signs become law, while bills he vetoes are sent back to the Legislature.  The Emperor's veto may be overruled of four of the five Darths vote to do so.

The Imperial Dominion of the South also has a regional court.  The Judicial Overlord hears all cases brought before him by southerners.  In cases where the impartiality of the Judicial Overlord is impossible, the Emperor may appoint a temporary magistrate to rule in the stead of the JO.  If the Emperor fails to make such an appointment, the case must be appealed to the Federal Court.


Elections

The Emperor is charged with opening the election booth on the allotted day and closing it at the first instance of 11:59pm CST after the booth has been open for 60 hours.  To be listed on the ballot, one must have declared their candidacy before noon CST the day before the election is scheduled to begin.  A ballot is rendered in valid if it is edited an hour after being posted, if the voter is unregistered with the Atlasian Registrar General, if the voter posts multiple times within the thread, or if the voters intent is unclear.  

Elected officials within the Imperial Dominion of the South are elected to two month terms.  The Emperor is elected on all even numbered months of February, April, June, August, October, and December.  The legislative seats are divided into two classes.  Class A seats, of which there are three, are elected in all odd numbered months of January, March, May, July, September, and November.  Class B seats, of which there are two, are elected with the Emperor.

The Imperial Senator is elected to a four month term in the months of February, June, and October.  All rules stated in the first paragraph apply to the Imperial Senator, subject to changes by the Federal Government.


Regional Registration and Affiliation

The Imperial Dominion of the South maintains its own Census Bureau.  Citizens may register themselves under regional parties.  These parties have no bearing on national affiliation, though regional and national parties may of course come to agreements not recorded in the Census Bureau.

Unique to the South is the concept of Imperial Houses.  Houses are groupings of Emperors based on the seals they use.  To establish a new House, the Emperor must create a seal of his own, and have it approved by the legislature.  If the Legislature fails to approve his seal, he must use the seal of his predecessor, thus joining his house, or become a lame-duck Emperor.

Citizens may utilize the Census Bureau to show their support for a house by registering regionally under the name of that house.  Likewise, registration of houses that have not been officially created are usually considered a "signal of intent" from that citizen.

Fixed.  Sorry about that foul-up, guys, I thought Jbrase had been appointed to Kalwejt's seat.

I never know for sure. Wink As you can imagine, that joke has followed me since before I can remember, but lots of people genuinely see 'Griffith' when looking at my name.
