I don't think anyone ever considered Utah to be libertarian...it's very socially conservative. Maybe you were thinking of Wyoming?

I'd imagine question wording matters heavily in regards to this.

Compare PPP's wording:

It's pretty obvious which one is going to elicit a more positive response. This also explains why one poll showed NY opposing by a big margin while another shows it supporting.

Some interesting crosstabs there. Apparently 18-29 year olds oppose marijuana legalization more than 65+ year olds do.
