his biggest claim to fame was being involved in a sex scandal in 1983. My question is why the house censured him when it was something that occured ten years earlier? Wouldn't it blow over by that time?

His relationship with the 17-year-old page happened in 1983; the same year he was censured...  Where did you get that it happened ten years earlier?

if you look it up on google, it says that it happened during his first term in 1973 or 1974. For some reason he didn't get punished for it until 1983

Hmm... apparently that's correct.  My bad.  Still, it apparently didn't come to light until 1983, and some sort of punishment would still have been appropriate.  Things like that don't just "blow over" simply because they happened a long time ago.

Not going to disagree, but Dan Crane was censured in the same resolution for having sex with female aides around the same time as Studds.
