his biggest claim to fame was being involved in a sex scandal in 1983. My question is why the house censured him when it was something that occured ten years earlier? Wouldn't it blow over by that time?

if you look it up on google, it says that it happened during his first term in 1973 or 1974. For some reason he didn't get punished for it until 1983
