did anyone know here that he had represented a district that was nearly black majority during the first nine years of his career? A looked at an old map and it seemed as if the urban core of Detroit was sliced into three halves, the 1st, 13th and 15th. In 1964, the legislature redrew the lines and abolished his district with the 13th and 1st districts expanding to take in his territory and the whiter areas going to the 17th and 16th. A new district was created in western Wayne county called the 15th where he could have ran but decided to run in the 16th against an incumbent Democrat who had an almost identical background (both were polish and had replaced their fathers who had died).

John Lesinki, who Dingell beat in 1964, was the only non-Southern Democrat to vote against the 1963 civil rights bill.
