[1] After the Constitutional Convention deadlocks, Alexander Hamilton comes forward with a new plan. It creates a "House of Delegates" for the United States, which will elect a Prime Minister. It also creates the office of "National Executive", which would serve as the head of state for a 10 year term. The National Executive is elected by an "electoral college" through a convention style ballot. The National Executive would have the power to convene and dissolve Parliament, and would have the lessened powers of a constitutional monarch. It is approved, and America has its first elections in 1789. Parliament convenes, and selects Adams as Prime Minister. Washington becomes the first National Executive.

The Kentucky War, as it later was known as, lasted from 1883 to 1889, and marked the terms of President Sherman and Arthur. Kentucky remained bitterly divided between Confederates and Unionist after the War of Confederate Independence. To quell the issue once and for all, the Treaty of Richmond was signed. The treaty stipulated that a referendum on Kentucky’s sovereignty be held within the state. The election was ravaged by fraud and intimidation, and both sides believed they had won. The crisis exploded into war when American cavalry invaded Kentucky. Six years later, Kentucky and Northern Virginia are ravaged, with trench warfare leading to massively high casualties. The war finally ended with the Treaty of Rome. No territory would switch hands, though Confederate expansion into the Caribbean was limited, and a Kentucky referendum was to be held. The referendum in Kentucky was peaceful, and resulted in the state remaining within the Confederacy. It is now President Arthurs job to preserve the tense peace.

1933 saw the global economic depression hit the Confederacy. The economic boom truly ended with the dust bowl of 1932. Dust storms rolled across western Texas, the result of years of planting loosening the soil. The prices of food skyrocketed across the country, particularly in Texas, which was formally known as the “breadbasket of Dixie”. The collapse of the stock market in New York City ruined investors in the Confederacy and Union, many of whom were industrialist. By late 1936, unemployment was at 14%, and poverty had skyrocketed. Huey Long took advantage of this, and was elected President in a landslide. But war looms on the horizon, as tensions regarding Kentucky once again boil over….

The 10th Amendment explicitly says "All powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people." Since secession is not mentioned at all in the Constitution, it is a power relegated to the states, thereby making secession a constitutional right that each state holds.
