There are times when short-term deficit spending is appropriate. I'm not going to support a measure which would cut programs solely to meet an arbitrary target.

Speaking as someone who kept the balanced budget clause in the constitution I authored, don't you at least think that sometimes a government may need to spend more than it takes in? It doesn't have to be a habit, and shouldn't be. To use a real life example, someone might take out loans to pay for college, so that they can make more money in the future. Sometimes there are important necessities or simply good policies that shouldn't be overlooked because of unforeseen revenue shortfalls.

The saying "It takes money to make money" is the idea. Investing in things like education or infrastructure can create a better job climate or help businesses grow, but we might not have the money right away. Would it not be worth it, if you knew the economy would reap future benefits?

Government is not an individual. An individual has to work to pay back their loans, but government can just take money from people (coincidentally from that same person trying to pay back their loans) via taxes. I agree with the sentiment, yes, it is sometimes okay for government to spend a little more than it takes in, so long as it does not become a habit nor does it get out of control.

I agree with Polnut on this issue. I think we should improve the quality of the politicians so that they will be willing to make tough decisions, not try to put the budget on auto-pilot. That is my position here and in RL. I used to support a balanced budget, but then I realized it was a convenient tool for porkers to be able to claim they were fiscally responsible. Also, the recession revealed why you don't want a balanced budget amendment, from an economic standpoint.

I agree... making a workable compromise out of this bill would be easier if we trashed completely. There just isn't anywhere to go with this.

I ask unanimous consent to waive the cloture requirement and proceed immediately to a final vote, Senators have 24 hours to object.


People talked within the last 24 hours on this, so either cloture is needed or this workaround. Both are usefull in different contexts.
