I agree that culture is what defines nations, and we can maintain this, in part, by helping schools maintain the jobs of everyday art teachers who build the path for future painters, musicians, sculptors, designers, and every other fellow artist to take but always see their jobs cut first when schools are deep in debt.  I would consider supporting or introducing an amendment that directs the funds to schools that can no longer keep their art teachers because of budget problems, but I would like input from the original sponsor and the President on this idea before I do so.  I also believe that a clear and precise plan is essential.

I would support a bill that allocated funds spcifically for art teachers...that is a direct job-saving bill

In it's current form, no. Far too long I think the Senate has just thrown money at regions, with little structure to it. Also, I feel that often when we just give regions money to spend, the regions never actually pass a bill determining how to spend it.

I'd oppose this bill as a whole, though, regardless. Now is the time to be cutting back, not spending more.

Also, Scott/Frodo - The National Endowment for the Arts was repealed way back when, but then it was restored back in 2007. I don't think there was ever an actual act describing it's purpose, though.

There is no way to waive this particular 72 hours. For both withdrawals and assumptions of sponsorship, 72 hours must be given to object, and I didn't include it in the UC provision because I was concerned about passage as it was last year.

Way back in the day, I was giving only 24 hours and Bacon "I have patented violation of the OSPR" King said I couldn't do that.

We can continue to debate amendments and even vote on amendments while that 72 hours is winding down, that is legal.

I like the purpose of this bill, but I'd argue that population must be taken into account.  At the same time, I would also argue that the current amount isn't even enough for small regions.  Until the entire budget comes out, I would prefer to hold off on this legislation, and return to it when we can pull funding from other areas to increase the heft of this bill.
