I looked at his website and he's pretty Generic Quasi-Libertarian Western R. Personality-wise he's a fairly blatant total nutcase.

Montana's Republican party seems like kind of a free-for-all. At least that was the impression I got when their '08 Senate candidate ran to the left of Max Baucus and advocated single-payer healthcare.

Then there's their at-large congressman, who does things like this...

Rehberg left an "Idaho Travel Package" on the airplane seat of Rep. Mike Simpson, R-Idaho. The contents included a stuffed sheep with gloves attached to it, a Village People CD, books on cross-dressing and sign language, and a T-shirt that reads, "My senator may not be gay, but my governor is Butch." Rehberg's travel bag was first reported by The Hill newspaper, which covers Congress.
