Pretty clearly, yes. Although it's the same kind of argument along the lines of Clement Attlee being responsible for Indian independence. Something that was inevitably anyway, and obviously no one wants to credit Napoleon due to his armies' atrocities in the peninsular war.

My comprehension of world history is somewhat... eh... limited but my impression as of this moment is that Napoleon was indeed largely responsible.

...I think you could make the case that he actually extended Imperial rule in Brazil by making the Portuguese royal family realize that Brazil is actually a hell of a lot nicer than Portugal.
