HP. Just in public, he forced the King to abdicate, worked from an ideological position (such as it was) of the hard right, and was slippery to such an extent that even knowing he was up to something wasn't liable to help you. Also, in the House of Cards universe the Tories win like seven general elections in a row because of him. I'm a bit leery even when left-wing parties win seven general elections in a row.

FF, of course, in his capacity as one of the most awesome television characters ever.
