Precedent for the authorities abusing people?  Why yes, nearly the whole of human history.  If you mean precedent for being able to sue them for it, somewhat less so.

How could this happen?  I have to assume it was an "accident," but in my personal experience with this sort of thing, I found the jailers to be thugs - and that is the most accurate word to describe most of them. The whole culture in there needs to be cleansed, along with many of the personnel. They are unfit.

The only thing that hasn't already been mentioned here is the fact that their protocol is so sloppy that a previous detainee apparently left a baggie of meth in his cell and guards didn't even notice. Lolwut?
