Is there any system where the head of government, who is not the head of state, is directly elected? The only system I can think of is Iran.

Israel 1996-2001. But they ditched the system with directly elected PMs again.

Germany comes to mind; I believe the Taoiseach is also directly elected in Ireland. Sweden does that, too, as I recall.

He means elected directly by the people, not by parliament.
