All RNC delegates are unbound per a statement from RNC lawyers four years ago.  Ron Paul delegates are Ron Paul delegates!

I seriously doubt the ninja delegate strategy will work. Even if a majority of delegates switch their support to Paul, the RNC will never let it happen.

I just read somewhere that the delegates don't actually indicate their personal preference directly to the floor; they indicate it to the state chair, who then "calls out" the total. So if a delegation has a majority of Romney-bound Paul supporters intent on abstaining, if the state chair is a Romney supporter, he or she can simply "call out" the number of bound Romney delegates as votes for Romney.
