Robert Novak: More breaking news coming from the GOP. They have changed their rules in the primary. Now they have to award delegates on how many counties they have won in that state.

Bill Press: And each county is one delegate!

Robert Novak: Wow. It means that Iowa will have 99 delegates at the start!


You realize that reform, which would have had to pass the entire Republican National Convention in 1996, would never have passed. It hurts every state that has a higher population than, Iowa per say, and has less counties than Iowa...it also hurts every state that would simply have less delegates...
