This is for research on eduation and not research at educational institutions, right?

Yeah, I think other research is covered elsewhere.  What's "General Education" in this context, I wonder?

That is why the Founders were more supportive of what are known as consumption or sales taxes

...you can ask many of us our preferences about taxes, and I think we'd be much more in favor of income taxes than sales taxes.
