Clear proof that voters don't vote for the person closest to them on the issues. Flake possibly has the most right-wing Voteview score in US history, a 0.988.

I question the accuracy of your source. According to National Journal, he's not even close to the likes of Gohmert and Thornberry down in Texas.

This has been, unfortunately, true for a very long time. People vote on personalities, made up crusades, and the salaciousness of cable news cycles. Not issues. The average swing voter basically has no ideology.
