Even with the race tightening up lately we haven't seen Romney take the lead in Ohio in many (any?) polls yet. When will we first see Romney with a lead that is verified by multiple polls? And I do mean any lead at all, even if its gone by November.

I assume that you mean the Republican Convention.

There was a small, short-lived bump for John McCain immediately after the Republican National Convention as shown in polls of the following week or so.

You are trying to combine Two different things. 
1) People will vote FOR Romney or perhaps against Obama
2) Serious People 'care' about Rob Portman

It is probably likely that a VP selection helps promote/jump-start the top of the ticket in their home state.  The VP can't deliver the state, but they can potentially boost the top of the ticket in the state.
