When it was passed, pretty much everyone agreed that it was going to make Romney's path to the GOP nomination more difficult. So what if Congress hadn't passed it? Would Romney have sealed the nomination sooner? Or would it have made him seem more right-wing, and therefore allowing another relative moderate to win?
