This is kind of late to do now. The only other district the Republicans could competitive for would be Dutch Ruspersberger seat in Maryland 3 I think. I think Van Hollen's district(MD-04)is now solidly Democratic. The Republicans were very lucky to win that seat all those years with Connie Morella. I don't know if the Republicans could be competitive in John Sarbanes seat even without the gerrymandering that has happened 2 straight times with that district. I mean that district is an Annapolis based district and has some outer parts of Eastern Baltimore in it. Maybe if you included the town of Glen Burnie in it?

I noticed in that redistricting how some of  Elijah Cummings district got moved north over by Van Hollen's district. Cummings current district has some parts of Baltimore, and the towns of  Cantonsville, and Ellicot City in it. Basically most of Baltimore County in it I think.

Any "fair" map in Maryland would likely just be 6-2, like the previous map, the closest thing to MD-02 would perhaps be potentially winnable for Republicans on paper but not in practice because Dutch Ruppersberger would easily win any BaltCo-based seat. I should point out that combining the panhandle with MontCo isn't really any more absurd than combining with it the Baltimore exurbs, neither area fits with it, just that the latter region happens to vote the same way.

Not to say that neither the current or previous map isn't an insane gerrymander, but the main reason it's that way is moreso due to the incumbents and some inconvenient residences. Both of timothy's maps above ignore communities of interest just as much as the current map, it just does so in a less ugly way, and would most likely still elect a 6-2 delegation regardless.
Yeah but that was Bob Elrich's(R) seat before Ruppersberger took it over. Without gerrymandering the Republicans have a chance at that seat. Thats why Elrich ran for Governor in 2002 because he knew he would be gerrymandered out of his seat by Maryland Democrats.

If they wanted to do an 8-0 map, and they thought one was truly feasible, they would have done so in the first place.

Actually, the reason that they went with the current map was that (for reasons that no one seems able to figure out) Donna Edwards basically threw a fit over the intended maps and called for a map that only went after Roscoe Bartlett (her shenanigans almost caused her to face a serious primary challenge, IIRC).  The legislature decided to go with an 8-1 map targeting Bartlett.  I have seen 8-0 maps on DKE that are cleaner than the current one and don't displace any Democratic incumbents. 
So Andy Harris survives because of Donna Edwards getting mad at the intended maps.
