How could anyone possibly so misconstrue the purposes of that 1871 act?

The main thing it did was consolidate the cities of Georgetown and Washington, along with the unincorporated areas of Washington County into a single unitary government for all of the District of Columbia.

On second thought, I suppose I shouldn't be surprised.  There are some idiots who think the gold fringe found on some US flags is symbolic of martial law.
