Clause 3 of the first Senatorial Procedure Resolution shall be stricken, and replaced with the following:


Each Bill/Resolution/Constitutional Amendment will be debated before a vote called. The debate shall proceed as long as it is necessary to discuss properly the mattter in consideration:
--If the debate has halted for longer than 24 hours, any senator shall be able to call for a vote on the Bill/Resolution/Constitutional Amendment;
--Debate shall proceed as long as a senator is speaking, provided intervalls between different speeches are no longer than 24 hours;
--However, after five days have passed since the opening of the debate, a motion with the concurrence of seven senators shall end the debate and the PPT shall call a vote on the Bill/Resolution/Constitutional Amendment.

What is now called "filibustering" was acctually a treasured assurance against tyranny to our actual founding fathers.  In order to be like the real Senate, we should have rules, similar to the Senate, that allow for this.  I support this resolution and encourage my fellow Senators to do so.

This is an excellent proposal.  Protecting the rights of the minority is one of the key functions of any true constitutional republic and this resolution does just that.

I notice you have set the number for breaking filibuster at (close to the) 2/3rds mark, as it was before the 1970s, IIRC.  If anyone set this at the 3/5ths mark, I wouldn't have a problem either, though I do prefer the 2/3rds number myself.

I urge both my senators to support this resolution.

Senate Procedural Resolution

Section One-Definitions

Legislation is defined as any act, bill, amendment to a current act or bill, procedural resolution, or constitutional amendment.

Section Two

1) Clause 3 of Senate Procedural Resolution 1 shall be stricken, and replaced with the following clauses:

Cleaned Bono's proposal up a bit, and put it into a easier to read format. Defined legislation and put his points into clauses. No substantive changes.


I urge the senate to pass the two resolutions on the floor. They are needed badly. Also, a senator must introduce this.

I like Jake's revision of this in order to bring both this Procedure resolution and the other one proposed in the Paperwork bill together to form one joint resolution as to how bills are brought up and the necessary procedures for that and Bono's procedural ideas to protect the minority as a whole.

This is a good resolution and one which the Senate sorely needs.

Actually, come to think of it, I think that "shall end" is better, sorry to say. Smiley  "Can end" sort of sounds like, "It can end the debate, but it may not."

I mean can end because hsall end makes it sound like a presenting that motion is mandatory, adn that if it fails the bill also fails. That's clearly not my intent.
