I am calling the Assembly into a Committee of the Whole to debate the issue of a new capital, namely, where it should be situated. We have generally agreed that we should designate a preexisting settlement as the capital, but we seem to have disagreements as to what that place should be. Before passing legislation authorizing the designation of a new capital I would like to reach a consensus as to the capital's location as to expedite the legislative process.

Why don't we pass legislation putting it to a formal vote, with a nomination process open to citizens? I'm not open to selecting our capital based on the results of an anonymous poll in which anyone can vote.

This is a much better idea.

In fact, I'm going to start drafting legislation that will do just that right now.
