I can also confirm that the Target in the Chicago Loop is two story. It is in the old Carson Pirie Scott department store and fills just part of the first two floors. The building is a nationally recognized historic landmark.

There's a target in my town that's two story. It's a very weird artifact, built out of lack of space. You can enter through the first floor parking garage or the third floor.

Target in Australia is a budget department store. I've only ever seen one-story Targets.
