It's rather inconvenient with a shopping cart, but I've been to a few.

They don't have the cool shopping cart escalators?

The one outside New Orleans did (I presume still does.) It's still an awkward thing when you have a lot of goodies in the cart. Or maybe I'm just not used to it. No two storey Targets in Memphis as land is quite cheap and readily available here.
