The whole country is a single constituency with 275 seats.
Seats will be distributed "exactly proportionally", which I guess is supposed to mean Sainte-Lague. There is no threshold. That means about 0.25% of the vote will be enough to gain a seat. It also means that areas with higher turnout will be overrepresented according.

Probably not the ideal setup bearing in mind the circumstances...

Thats not good when it comes down the running a country. The sunis arnt showing a large turn out so if it only takes .25% to gain a seat they will be grossly unrepresented. Do you think that will cause problems later? I have been watching this on CNN with my fingers crossed hoping this will work out. I think the ligitamacy of the new elect will be a big factor in the future.

One more reason proprtional representation sucks, I guess.

Anyway, if people don't vote, they don't vote. One group may be underrepresented, but at least Iraq will have a freely elected government.

The Sunnis aren't voting because they are mostly pro-Saddam.

What's the most leftist party? I want to cheer for them.
