last week it was Obama 49%, Romney 45%.

Obama's favs are at 51/46%, while Romney's are at 41/52%

Party ID is D+7. Last week, it was EVEN (35D/35R). 2 wks ago, their party ID was D+1 (38D/37R). 3 wks ago it was D+2 (36D/34R). Not sure about the sudden jump in Democrats.

PPP doesn't weigh by party ID, so changes week by week in party affiliation breakdowns are not surprising, though I suppose D+0 to D+7 is on the higher end of the spectrum there.

Considering it was 49-45% last week, and even closer the week before, a D+0 to D+7 sample could have something to do with that.

You joke, but if a poll with a D+7 weighting is only 1 point more favorable for Obama than a D+0 poll, it is good news for Romney.  Not that one should suddenly base decisions on the basis of one new poll.
